【提醒】经营范围格式化表述试点，小心项目因自拟经营范围延误

第一代曾于去年11月1号推送一条消息，市场监管总局拟在全国范围内推行经营范围表述格式化。该新政一旦实施，则企业在新设登记或变更经营范围时，将只能在表述目录中选择“规范条目”组成自己的经营范围，不能再“自说自话”。（原推文详见文末）
DIIDAI released one article last year and forecasted that the Sate AMR would introduce standard formulations to administration of enterprises’ business scope. Once the new policy is officially issued, any self-formulated business scope will not be accepted by AMR.
虽然总局征求意见稿尚未最终成文落地，但部分地区已经先行先试，且有些地区已不再接受自拟的经营范围。优立公司今天就在苏州遇到一例。窗口表示昨晚接到通知，自2020年1月20日起，试行经营范围表述格式化，不再接受自定义的经营范围。
Though there has been no official release, the standard business scope policy has been implemented in some pilot areas. Certain of them even reject self-formulated business scope from the first notice day. This is the case Youly Consulting encountered today (Jan. 20, 2020) in Suzhou.
鉴于更多地区可能加入试行行列，我们建议客户在项目启动前尽可能与当地市场监管部门确认经营范围表述的当前口径与可能变化，并考虑为项目留出适当时间冗余，以免项目启动后的被动延误。需要特别提醒的是，未试点地区如果自行提前使用“规范表述”的经营范围，有可能因与当前管理口径不一致而被驳回。因此，一定要提前与主管机关沟通确认。客户如有疑问，也可向优立垂询。
Considering that more areas may join the pilot program, we recommend that our clients try to clarify the present administrative practice and the possible change in the near future in terms of business scope prior to the project kick-off. An appropriate time redundancy for the project implementation is also considerable. Especially to be noted is that, a business scope citing standard formulations in a non-pilot area may either be rejected by AMR due to the possible conflict with the applicable rules.
